Chief Yu and Yeonghan speak to Superintendent Choi and Commander Baek privately accusing both of trying to murder Chief Yu for the sole aim of concealing that Superintendent Choi is a pro-Japanese supporter. They even show evidence of his pledge to the Japanese emperor written in his blood and a picture of when he was a Japanese soldier. However, to Yeonghan’s shock, Chief Yu tears up the evidence right in his presence offering to keep his mouth shut as long as they don’t come after team one.
Yeonghan is unhappy with Chief Yu due to this decision he made. At the hospital, the others chastise him and Yeonghan for not only keeping their plan to themselves but for also striking a deal with Superintendent Choi and Commander Baek. However, they are relieved to hear that Chief Yu has another plan although he doesn’t tell them what it is. Instead, he encourages them to protect the masses when no one else would. As the men head back home, Yeonghan promises to never keep secrets from them again.
It’s the year 1962 and a wave of the leprosy disease have hit a part of the population. On their way to the temple, Yeonghan and Hyeju come across leprosy patients, a mother and son who are being bullied by a group of people. A nun tries to explain that they have recovered from the disease but no body listens. One man is even about to stone them but he is stopped by Yeonghan. When he reveals he is a police man, everyone disperses.
Yeonghan and Hyeju then head to the temple where they offer their prayers. Yeonghan then asks his wife what she prayed for. She answers that she prayed for everyone’s well being. However, her most wanted prayer hasn’t been answered for almost three years, which is having a child. Yeonghan tries comforting her, telling her that their time would come.
At an office, a young man looks agitated. All of a sudden, an unknown person enters and attacks him. Hyeju and Yeonghan are heading home when the man’s body falls from the building and lands behind them. Yeonghan immediately checks the man’s condition but he’s dead. He then notices a man run inside the same building the dead man had been thrown out of.
Yeonghan and his team questions the man and he replied that he wanted to find out who had pushed the dead man from the building. He also says he doesn’t know the dead man. The dead man is soon identified as Hong Inho, a worker at a securities firm. Jeonghan and the others then investigate his office immediately noticing skid marks made by his shoes due to a struggle. Yeonghan splits everyone to investigate further. He tells Officer Nam to find the whereabouts of the Leprosy patients. While he and Gyeong Hwan search around the office, Hojeong and Sang sun check to see if the killer escaped through an exit. They find one but the place is so empty, they are sure no one witnessed the killer leave.
Meanwhile, Gyeong Hwan finds a written will in Inho’s desk. They gather at the police station to talk about the case. They want to verify the authenticity of the will but all the translators were unavailable. However, Chief Yu says he knows someone who would help. Just then, they are informed by Namin that Inho’s wife and colleagues have arrived. They investigate them separately. Inho’s wife is pregnant and in a devastated state. She is very sure of her husband’s Innocence and identifies the writing on the last will he wrote claiming he embezzled money was fake as it didn’t coincide with the love letters he wrote her while they were dating.
As for his co workers, they insist he committed suicide because of his guilt caused by embezzling company money. Sang sun who interviews them can tell they are lying.
Meanwhile, Officer Nam keeps searching for the leprosy patients. He eventually finds them surprisingly at the exit of the securities building where they hide under card board boxes.
The handwriting specialist arrives and confirms the will is fake. Meanwhile, Commander Baek learns they are working on the case. He orders Chief Yu and Yeonghan to transfer any case related to stock security to Kcia, Korean central intelligence agency as per Superintendent Choi’s orders, but they refuse, reminding him of his deal to let them do what they want. Commander Baek, furious, warns them to be careful or else face death.
Yeonghan asks Hyeju to help him look after Inho’s wife and as usual, she agrees to help. Yeonghan and Gyeong Hwan question a man selling his wares outside the securities building. They ask if he has seen any strange person there. Yeonghan replies that a wealthy young man often dressed in white comes there. By his description, Yeonghan can tell the man is just like the cow thieves back at his home town.
Yeonghan convinces the leprosy patients to tell them what they know. One of the women happens to be the one he defended. So she tells him she saw a man with long hair and a bandage in his hand running out of the exit. Yeonghan and the others are so happy and give her money.
Yeonghan’s bank friend meets the group to help with their investigation. He tells them that the security company is a farce for a stock scamming business owned by a powerful figure called Yoon Seong Tae. However, he is backed by the Kcia and this annoys Yeonghan who thinks that the white dressed man must also be part of it. The man is Na gun soo and they track his whereabouts to a gambling den. A hand wrestling match is going on there and they see the man describing the leprosy woman’s details having a wrestling match. His name is Ki Doopal and he easily beats his opponent.
The group gather at Yeonghan’s house and Namin arrives to tell them something she has discovered. Around the same time in ho was killed, a prosecutor Lee ildo who was against Yoon Seong Tae’s scam was also murdered at the courthouse not too far from the security building. Yeong han is impressed with Namin as she has discovered a huge lead.
The team return to the gambling den and Gyeong Hwan challenges Ko Doopal to a hand wrestling match. If he wins, Ko Doopal would give his entire money to everyone. Ko Doopal finds him ridiculous but to his shock, Gyeong Hwan wins. Everyone jubilates thinking they would share his money but Jang Geochi, the gambling den owner refuses causing a riot. This is when Yeonghan and the team reveal they are police men. After beating up Ko Doopal, Jang Geochi and the white dressed man Na Gun Soo, they take them to the station for questioning.
Due to fear, Ko Doo pal and Jang Geochi blame Na gun soo for ordering the murder of Lee ildo and Hong inho because they wanted to expose the stock scamming business. Na Gun Soo immediately denies it. Just then, Commander Baek arrives with officers from the Kcia to take the three men away. Unfortunately, Yeonghan can do nothing about it because of their rank.
He complains to Chief Yu of the corruption within the system. To add to his annoyance, Chief Yu tells him Na Gun Soo is Yoon Seong Tae’s nephew. It’s clear he’s the one who does his uncle’s dirty work.
Yeonghan stands up to Commander Baek, arresting Koo Doopal and Jang Geochi. Na Gun Soo is so powerful that Kcia still takes him with them.
Hong inho’s colleagues who spoke against him are arrested for forging his handwriting. Yeonghan and Hyeju visit Hong inho’s wife who has already given birth to a baby boy she named Hong Yuchan. She thanks Yeonghan for bringing her husband’s killers to justice and Hyeju for helping her give birth.
At the station, Sang Sun complains to Yeonghan that he isn’t satisfied because it didn’t seem like they really solved the case. Na Gun Soo was released and traveled abroad, Jang Geochi is missing while Ko Doopal took his own life in prison. Yeonghan agrees that this is the new world they now find themselves in. The episode ends.
